ERFA provide teams exclusive negotiation rights with the player, players are guaranteed 1-yr deals but can negotiate for longer terms...

Given that teammate Jake Kumerow is also a ERFA, perhaps Tonyan and Kumerow can "negotiate a deal the Packers can't refuse..." Kumerow is the great-grandson of Chicago Outfit Boss Tony "Joey Batters" Accardo...
