Just saw that Illinois State is hosting Ball State in 2013 and then going to Muncie in 2014. How did they get to host the Cardinals?

That's a very interesting question. How many 1-A schools play at a 1-AA school? I am sure it is VERY rare. I would suppose they (ILS) PAID for it but I have no idea why BSU would accept that game. Pretty bizarre if you ask me (unless the are considering dropping back to 1-AA and leave the MAC!? That seems unlikely but they are really bad and getting worse.

Ball State has similar problems to the ones we had a few years back.

Let's face it. The ILS AD looks like a genius. As said before, how many I-A schools would do that and he found one of a handful that would. If Liberty can beat them in Muncie, the Redbirds have a chance. One sidenote: since both school's helmits are quite similar, it'll look like a practice.
That link is two years old.
Illinois State plans to have its stadium remodeled for the Ball State game. I think that's why they anted up to bring in a I-A school.
