I have little doubt that this is and has been needed for quite some time. However, the NCAA should be paying this directly to the student from their TV slush funds, etc. Each school would provide a list of all full scholarship athletes to the organization and the NCAA could send them a check. Keeps it clean (well maybe cleaner) and relieves the burden from schools who can't afford it and unfairly limits their recruiting capabilities on an uneven playing field.
As an example, Wichita State has already publicly announced that they will be paying it. The powers of the Valley are "leaving it up to the institutions" and failing to make a ruling on it. If some schools pay it and some don't I believe it will be time for some conference change to a conference where all teams pay or one where none of them pay.
I expect a lot of student lawsuits forthcoming vs. the NCAA and/or individual schools as the ruling screams discriminatory from the start. For instance how many full scholarship baseball or softball players are on a roster. Even if only one it discriminates against everyone else on the team.
