Curious...why in the 9th inning & up by only 3 runs would ISU allow an Official Scorer "indifference rule" to be cited on a runner going from 1st to 2nd base? Are we so unsure of making a play that we allow a "stolen base" w/o an attempt being made? I thought this strategy (?) was reserved for LL? :no: Yes, that runner scored on a single.

Same here...I had to look it up! When I read the article, I said, "WTF is indifference?":wacko:

A new rule? I heard softball has a new rule where they don't pitch on intentional walks, or was that baseball? Don't remember.

Nothing wrong with that strategy-wise. In softball, we just wouldn't make the play on the SB. A ball rolling in CF has a way of rattling a team. But I'm not sure why they would do that. Heck, a force at 2nd could be easy if the ball is hit toward the middle. Maybe they just didn't want any "interference" in the routine play at first.
 
The FHSAA, in an effort to promote "Speed Up Rules" during the mid-90's, 1st established the "Intentional Base on Balls." The idea was promulgated because many schools did not have lights and they felt this would help avoid suspended games.The National Federation followed shortly thereafter. I personally didn't like the rule, because an "Intentional Walk" to an UNSKILLED P & C can lead to WP's, thereby beneficial to a squads running game. The FHSAA had a "mercy rule" & "Speed Up Rules" (can't throw ball around IF between innings, pinch runner for both pitchers & catchers) more than a decade before the NF (IHSAA).

The mid-90's also saw the NF pass "batters box" rules, prohibiting time delays stepping out of the box between pitches.

I umpired HS ball in BOTH states (FL/IN) during the 90's...
