On the surface this is a good thing... if it was universal. That is where I'm in the "believe it when I see it" group. Tom Crean has over recruited each and every year he has been at IU, once to the plus 3-4 scholarship territory and then forced kids to leave. I find it hard to believe that coaches would agree to this without having some sort of back door. Not following you on why it would be such a hard hit on ISU's budget. I just guarantees that a student athletes scholarship will not be reduced over four years. If a coach makes a mistake in the judgement of an athletes ability for example they can not take his or her scholarship from them. That is assuming that are a member of the team in good standing.
"No athletic scholarship will be reduced because of injury, illness, physical or mental condition, or on the basis of a student-athlete's ability, performance or contribution to the team's success. While four year scholarships were made permissible by the NCAA in 2011, most member schools have only selectively provided them."
