Pardon my ignorance if this is a stupid question, but are the buildings to the left or right of the track part of this project? Are they locker rooms or offices or another part of the track and field complex? Or are they part of a different "phase" of the overall project?

Pardon my humor in this, it's not directed at you...
I don't know what those buildings are...
Phase 1 is pretty basic, just a track and a lot of drit movement and conduit in place. No locker rooms, no lights and no seating...
So its similar to how they did the baseball stadium, phases! I'm not sure we will ever see all of these phases completed.
I will say that ISU is pretty quick at doing dorm related improvements. You never know!
1. Someone tell the Sycamore Athletic Foundation about the downgrade asap- can you imagine a "VIP" arriving to the groundbreaking and inquiring as to where the grandstands will be located (in a wistful, far-off voice)?
2. The "actual" plan calls for 34 pop-up tents- this is included to distract the eye from the fact that the facility is underwhelming. Imagine deep sighs from an exhausted design team, a long pause, and "ah fuggit- slap some tents on there- and print it"!
3. With the lack of a bathroom- may I suggest more evergreen plantings? Please include some Sycamores- not for the symbolism- but for their large leaves.
4. What do you have to do to get invited to these things haha?!?!?!
5. Twitch- did baseball go without bathrooms? I don't remember a bathroom "phase".
6. Marks Field is currently still in "Phase 1" MINUS the stands built in 1965.

Look, at the end of the day for the first time in a long time (forever) IState will have a world class track surface to train on and as much as us alums (die-hards) want to scuff at that, it's better than what we were working with prior to today!
Track and Field programs across the country get cut every year - Indiana State makes an investment in the program and we still aint pleased.
Could it have been done better? Do they communicate the plan(s) poorly? Should it have been done sooner?
All "yes" answeres, but for the first time in a LONG time something is being done and it aint a cut program.
Maybe we should just be thankful.
No. Nope. No.
That mindset is a fetid disease. That mindset is a close relative of "We were 5th? Oh well, at least we weren't last". The program is alive because of it's inability to accept mediocrity- often times- in the face of being told "it's ok to be mediocre". The Alumni should recognize the grace of this new facility- while being stern to the effect that the program has rightfully earned more than just being told "congrats on your success- we won't cut you for another year". I don't think that mindset is ungrateful or unappreciative, it has been earned by the blood and sweat of countless individuals over the course of 50 years. Out of respect to those persons- it's perfectly fine- Ill go further- it's morally CORRECT to not settle for mediocrity- the correct path is an unwavering, polite- yet assertive front to accept what has been earned- and to teach the value of a merit-based system. And that run-on sentences are perfectly ok in vernacular speech haha.
Be thankful for scholarships- that is something to be truly thankful for- kiss the feet of those who have made that possible.
When it comes to facilities- we should simply want more for:
1. The student-athletes, great young people that deserve the support of facilities that allow them to pursue their athletic(human) potential. We should want more for the next generation.
2. The sport, the great sport that has nurtured all of our lives.
To paraphrase Bill Bowerman:
"The dull never pined for greatness, the coward never started, and the weak died along the way, ...so I guess that just leaves us".
I know those kids- and it's not a crazy idea to want more for them. If I'm the lone loon saying so- that's ok.
