I also believe it will drive an even bigger wedge in between the power schools and the rest. Boosters will be forming companies and just put players on the payroll. We just watched a single booster drop $10 million to make a coach walk. It's funny, this is actually the very reason the NCAA has the rules they have. Go read something like the Junction Boys or other books that talk about the Southwest Conference and how the oil alumni were essentially buying players and giving them $100 handshakes at their mixers, etc.
I'd much prefer the NCAA just come up with a system where every school has a salary cap to pay the players so there can at least be some sort of level playing field.
