Abosolutely correct -- the PRC aka ChiComms have been fined repeatedly by both FIBA and FIBA Asia for this type of behavior.
It isn't just in BBall as the VPOTUS speech easily illustrated; speak to any US Navy vet or current sailor; there are dozens of incidents of the PRC Navy being very aggressive in international waters.
Most of SE Asia, Japan, South Korea want us to really step up in the Pacific Region to check the Commies.
